Howard is a 3rd-generation Replicant who was created to help establish humanity's first colonies on Vulcan and Romulus.

Howard sheparded the USE colony through its initial phases and worked closely with Colonel Butterworth, Stephan Brodeur, and Bridget Sheehy. He developed friendships with all three, and repeatedly tried to convince Butterworth and Bridget to become replicants upon their deaths. He developed romantic feelings for Bridget, who later married Stephan. Howard attended their wedding in person, using the prototype android Manny that Bill had developed. Shortly afterwards, he left 82 Eridani to escape the pain of being unable to express his love for Bridget. However, he reconnected with her during his transit of deep space, using SCUT technology. The two even had a dinner date, with Howard sitting across the table from Bridget in the Manny android.

They adopt at least ten Vulcan children over the years, caring for those who were orphaned by the hazardous conditions in the colony.
They finish cataloguing life forms on Big Top, then move on to other planets with the mission of documenting all life forms within the Bobiverse.
